Blue Triangle Election Manifesto: Five Actions for Change
Right now, Scotland is facing a housing emergency. People are stuck in temporary accommodation for far too long, support services are under huge pressure, and those arriving in crisis often face systems that feel overwhelming. Our Blue Triangle election manifesto outlines five actions the new Scottish Government can take to reduce homelessness, strengthen support and create a system that is kinder, more effective and more human.
Homelessness isn’t inevitable. With the right support at the right time, people can recover, rebuild and thrive.

1) Make Trauma Informed Housing and Support the National Standard
People deserve calm, compassionate support that understands trauma. We’re calling for a national framework, funded training and supervision, accommodation standards that prioritise safety and dignity, and commissioning/procurement that is trauma informed by default. Scotland already has national trauma resources and training programmes to build on. Let’s make them the norm in homelessness and housing.

2) Guarantee Fair, Long Term and Sustainable Funding
Homelessness services need long‑term funding that supports fair pay for staff, protects vital services, and provides people with consistent, reliable support when they need it most.
We’re calling for a move to 3–5 year, full‑cost funding that supports fair pay for sector staff, alongside a National Supported Housing Fund to protect specialist services and provide the stable workforce people rely on.

3) Deliver More Social and Affordable Homes Where They’re Needed Most
Without permanent homes the housing system becomes blocked. Scotland needs to boost social housing supply—especially one bed and family homes—targeted to high pressure areas, including Glasgow, and ring fence investment for supported housing. Pressure on temporary accommodation remains at record levels; targeted investment is essential to cut these waits.

4) Build Real Partnerships Across Housing, Health, Justice and Social Care
Homelessness spans multiple systems. Treat third sector providers as equal strategic partners, share goals and data, create local multi disciplinary teams, and involve people with lived experience in design and decisions.

5) Make Homelessness Prevention a Practical Duty Across All Public Services
Most homelessness is predictable and preventable. Now that the Housing (Scotland) Act 2025 has passed, Scotland must fully implement the “ask and act” prevention duties, with clear roles across public bodies and early help up to six months before crisis.
